Yes, well so far for the Xbox 360 it is worldwide. It should be the same for the Playstation 3 unless they decide to change it for some reason. Now you can get online with about 4 friends and just skate in the park with headset capabilites. You can upload your own videos to the network and have other review it and rate it. Other game modes so far is unknown with me. Reviewers said lag and large crowds are big problems. All game modes aren't completely sure with me, but what i've said so far is sure.
