GTA4
this game has some ups and downs, but i have read that there will be no planes, the display area is at liberty city once again but rockstar has redesigned the city from the top to bottom, there will be no more loading(EX. no loading when u walk into buldings) if u havent notice but in the gta4 trailer 2. the car that Niko(the main character's name) is driving is the stallion(shows stallion on the back bottom of the car) so that meens all the cars were redesigned also, it is slightly smaller than san andreas, heard that u can pump your gas. it didnt say that it has diff. weather effects or the same weapons, so. that is all the info about gta4, if u have more then please tell us what i havent said

you can still fly helicopters.
FINALLY, when you shoot a car it has bullet holes.
better graphics.
it HAS different weather effects. (read ign)
face expressions change
they basically improved the appearance of the game

i looked at a preview of it at cheatcc.com, dont know where else to look except at google or yahoo, to bad u cant still fly the little dodo plane, in gta3, it only got in the air for about 15 seconds, i dont know any body got it to fly froom the landing to strip to station island, but one time i drove that plane all the way from the air port to the safe house n station island and i hope that it has a snowing weather effect
