There are ways...

There is one hack that admin could install on the forum call the miserable users hack. Miserable users - vBulletin.org Forum

This would not tell him that he was banned, but make it look like his internet is bad or the site is down.

There are also hacks to see what the real ip behind a proxy is. You just gotta do some searching.
